Higher Education Status, Problems , Solutions in India

Present status & Problems:
India’s higher education is lacking in all aspect from expenditure, quality to student enrollment.

Present status & challenges as in 2019-


  •  Government expenditure is approx. 2 to 3 % of GDP; it is far below than all education expenditure of BRICS countries.
  •  Even the Institution of immense scheme falls short of the requirement.
  •  Bureaucracy is high in a higher education institute.
  • India gross enrollment ratio is approx. 25.8 % whereas China has 51 % & Europe & North America has 80 %.
  •  India’s half of the population is under 25 years;
  • Quality of education is very poor. Employers often complain about poor graduation degree as they need to provide additional quality training to their new joiner.  

2019 initiative by Government

Government has taken two new initiative to upgrade both quality & quantity of Higher educations
  •         Draft National  Education  Policy Ã  draft NEP
  •          EQUIP Ã  education quality up gradation & inclusion programme.

Earlier Committees was :

  • Radhakrishnan Commission in 1949.
  •   National education policies 1948 & 86.
  •   Yashpal Committee, 2009
  •    National Knowledge Commission, 2017
  •    Draft NEP 2019
Problems of higher education lie in the implementation part of the policy. The government had earlier created many committees to address the policy but all the earlier committee said the same thing, that is:

·         Increase government expenditure minimum 6 % of GDP
·         Provide the quality of education via quality teacher  
·         Increase teacher-student ratio
·         Syllabus & courses should be updated


What needs to be done?

  •  Increase funding from diverse sources :
    •   The source could be Budget allocation, CESS, CSR, donation
    •   Critique:  As per CAG report over 2.4 lakh crore, CESS collected by the government for education & sanitation remains unutilized. It shows, problems lie not in the fund but will power of government.
  • Increase access to higher education in both quality & quality aspect with a better rate of degree completion of students.
  • Need world class research-intensive universities to attract the best brain & produce top research.
  • Student outcome
  •  Ensure the private higher education work for the public good
  • Reform in the governance college and permit more autonomy & innovation
  • .Better coordination between UGC & ministry
