Differentiate between the democratic attitude and the bureaucratic attitude of the public servants. (UPPSC 2019)

Answer.

Public servants execute a wide range of duties and responsibilities to proving various services to the public. They are also accountable to the public and government for their conduct. For executive roles and responsibilities, public servants need both democratic and bureaucratic attitudes in different contexts.


Democratic attitude and the bureaucratic attitude of the public servants reflect different values, priorities, and approaches to governance. The following are the differences between the democratic attitude and the bureaucratic attitude;


The democratic attitude of public servants focuses more on accountability as public servants see themselves as representative of the people and primary responsibilities for them to serve their interests whereas the bureaucratic attitude of public servants focuses on establishing rules and procedures as they see themselves as representative of rule of law( or government).


The democratic attitude of public servants focuses more on ensuring the participation of people in decision-making, seeking inputs from the public, and reaching consensus whereas the Bureaucratic attitude of public servants focuses more on taking decisions themself as authorized rights or focusing on centralized decision-making of authority.


The democratic attitude of public servants focuses on open and transparent communication with the public regarding policies and programs whereas the Bureaucratic attitude of public servants focuses more on tightly controlled information.


The democratic attitude of public servants helps them to become flexible and adaptable in response to changing circumstances and public needs whereas the Bureaucratic attitude of public servants is rigid, inflexible, and focuses on adherence to established procedures and regulations.


The democratic attitude of public servants help to make a business-friendly environment and focused on achieving the best possible outcome for the public whereas a Bureaucratic attitude focuses on adherence to established protocol and tight rule to monitor business fraud.

 

In conclusion, we can say democratic attitude and bureaucratic attitude reflect different approaches to public services. The democratic attitude focuses more on accountability, people participation, transparency, the flexibility of law and procedure, and public interest while the Bureaucratic attitude focuses on strengthening and adhering to rules-procedure, top-down, and centralized decision-making.
