Answer.
"Nuclear deterrence is the only effective alternative to counter genocidal nuclear weapons " It states the strength of nuclear power(weapons) as a country protects its interest and prevents genocide from the war by holding nuclear weapons.
For example, before 1945, no country in the world had a nuclear weapon, so the countries continue to fight among themselves and between 1910 and 1940, there was two world war. But as soon as the world saw the destruction of nuclear weapons in Hiroshima and Nagasaki city of Japan, since then, the world is more peaceful than before.
Nuclear deterrence is the only effective alternative to counter genocidal nuclear weapons, it can be interpreted in the following ways-
Fear of mutually assured destruction:
If two or more nuclear countries get involved in a nuclear war, both will be faced catastrophic damage. So the fear of nuclear retaliation acts as a deterrent to nuclear war. No nation would initiate nuclear war due to fear of its damage.
The non-atomic weapon is inadequate for peace:
The absence of nuclear weapons is more likely to be war.
Strategic stability:
Holding nuclear weapons by responsible nations like India can contribute to regional strategic stability. It establishes a delicate balance of power, where both sides understand the consequences of their actions and seek to avoid direct confrontation. This stability can discourage states from engaging in aggression.
In conclusion, nuclear deterrence is the most effective alternative to counter genocidal nuclear attacks. However, non-nuclear approaches to disarmament and conflict resolution are another way of stability. The effectiveness of nuclear deterrence relies on various assumptions like the rationality of actors, accurate intelligence, and stable command and control systems.
