Differentiate between Codes of Ethics and Codes of Conduct. Discuss their role in promoting integrity in public administration.

Answer. 

Let us understand first the key keywords:


Code of Ethics:

A code of ethics is a set of broad principles or values that guide behaviour. For example, probity, honesty, integrity, impartiality, etc., are codes of ethics for administration. It tells us what is right and what to do.


Code of Conduct:

Code of Conduct is a set of specific rules and guidelines that a person must follow in their job. It tells us what to do and what not to do. For example, no birbery, punctuality,  etc.



Integrity:

Integrity means being honest, truthful, and consistent in actions and values, even when no one is watching.


In public administration, both the Code of Ethics and the Code of Conduct are important to ensure that officials act in the public interest.


Difference between Code of Ethics and Code of Conduct

The following are major differences:

1. Nature:

 Codes of ethics are general principles ( for example, Integrity, impartiality), whereas the Code of Conduct has specific rules ( No bribery, follow rules, punctuality) for a special purpose. For example, the code of conduct get lives in the elected declared region by the Election Commission of India. 

2. Values: 

Codes of ethics focus on those values that are morally right, whereas codes of conduct focus on actionable values (what to do).

3. Scope: 

A code of ethics is a broad set of values wheres code of conduct is a specific set of values.

4. Enforceable: 

Codes of ethics are not legally enforceable, whereas codes of conduct are legally enforceable. 


Role in Promoting Integrity in Public Administration:


1. Provides Moral Direction

Code of Ethics helps officials understand core values like honesty and public service.

It builds an internal sense of duty.


2. Ensures Discipline and Accountability

Code of Conduct sets clear rules.

Violations can lead to punishment, and it ensures accountability.


3. Reduces Corruption

Ethics discourages wrong intentions.

Conduct rules prevent wrong actions (e.g., taking bribes).


4. Builds Public Trust

When officials behave ethically and follow rules, people develop trust in government.



Code of Ethics without Conduct is only ideas, no enforcement, whereas Code of Conduct without Ethics is only mechanical rule-following without values. That is why both are needed together for true integrity.


The Code of Ethics and the Code of Conduct are two pillars of ethical governance. While ethics guide the mind and values, conduct regulates actions and behaviour. Together, they ensure integrity, accountability, and public trust in administration, which are essential for good governance.
