About Human Resources:

Resource means something that has utility and can be used to do productive things. Therefore, the productive power of the people is called human resources. Man's productive power comes from his human physical ability, knowledge, skills, innovative ideas, positive attitudes, and experiences.

Human resource is the most important resource of any country or state because it is the people who actually use other resources. Therefore human resource is the ultimate resource.

Educated, healthy and motivated (disciplined) people make human resources an asset. Illiterate, unhealthy, negative attitudes towards work, nuisance values, ego, and homesickness are some of the important aspects of human resources which make human resources a burden (or problem).


The following characteristics of the population of Bihar make human resources a burden (or problem):

Bihar has a fertility rate of 3.1 which is the highest among Indian states. According to the 2011 census, Bihar is the most densely populated state in India. The way the population of Bihar is increasing, opportunities and basic facilities are increasing for them in the state at a much lesser rate, due to which the problems are increasing day by day.

A major part of Bihar's population is illiterate. As per the 2011 census, Bihar's overall literacy rate is 63.82% while the female literacy rate is only 53.33%. A large number of the population of Bihar is still not educated due to which they are not qualified to work in the manufacturing and service sectors.

Most of the youth of Bihar do not have skills (which is essential for industries and service sectors) and they do not have a positive attitude towards working in agricultural activities, hence it creates a burden on both the family and the state.

Creating a good and attractive environment for investment and setting up industries is not only the responsibility of the government but also requires a positive attitude from the local people. Most of the people of Bihar have not fulfilled their responsibility which could not create a good and attractive environment for the establishment of industries in the state. Some people create unnecessary nuisance which adversely affects investment in the sector.

The tendency of the youth of Bihar to work in government jobs prevents them from becoming innovative and productive, which also creates a burden on both the families and the state. For this, the society here is responsible because society gives more value to the government servant and less to the innovator.

The life expectancy of the people of Bihar is 69.2 years which is less than the national average life expectancy of India. According to the study, around 48% of children in Bihar are stunted. It indicates unhealthy people.

Due to fewer economic opportunities available in the state, laborers from Bihar migrate to other states like Maharashtra to work in construction works thereby reducing the employment opportunities of the local people; As a result, it creates a negative image of the state.


The following characteristics of the population of Bihar make human resources an asset:

A large number of workers from Bihar migrate to Mumbai, Delhi-NCR, Chennai, and other countries like UAE, Qatar, and Saudi Arabia to work in the construction sectors. They send remittances to their villages, which also leads to the development of the village and the state.

Bihar is one of the largest providers of civil servants in the country.
