Discuss and evaluate the relevance of "Non – Partisanship" in the context of the Civil Service.

Non-partisanship is one of the foundation values for civil services that ensure the neutrality of civil servants in politics and ensure a solid commitment to service delivery.

Non-partisanship means not being biased toward any particular ideology or political party. It also refers to the commitment to their duties without any fear of or favor of any political party.

Non-partisanship ensures neutrality towards political parties and commitment to constitutional values of transparency, fairness, objectivity, and equality.


Non-Partisanship is relevant in the context of civil services in the following ways-


It serves the public interest; Non-Partisanship ensures civil servants serve the public interest without being influenced by political considerations.


It ensures fairness; Non-partisanship is essential for ensuring that all citizens are treated fairly and equally, rather than personal or political consideration.


Building public trust; Civil servants are permanent servants of the public, unlike political leaders. Non-partisanship ensures civil servants work neutrally and impartially in political matters, therefore it helps in building public trust in civil service.


Promoting professionalism; Bureaucracy is a permanent body of the executive wheel of democracy, hence non-partisanship ensures bureaucrats do the job with the same spirit without any bias or political ideology.


Enhances accountability: When civil servants act impartially and without political bias, they can be held accountable for their actions and decisions, and citizens can hold them responsible.
