The crucial aspect of the development process has been the inadequate attention paid to Human Resource Development in India. Suggest measures that can address this inadequacy.

Answer. 

Human resources are the vital resources of any country. Healthy, Educated, and motivated humans are considered as capital for development. Therefore, Human Resource Development is a crucial part of Development. 


The Government of India created the Ministry of Human Resource Development in 1985 to improve people’s skills.

The following facts explain that India has not paid adequate attention to Human Resource Development due to various reasons:

Limited Budget Allocation in Education and Health Sectors: Budget allocation in the Education and Health sector is about 2.9 % and 2.8 % of GDP respectively, which is very low as compared to other developing and developed countries.

Lack of Skilled Workforce and Lack of quality education in rural areas.


The following are some measures that can be taken to address the inadequacy of Human Resources Development in India:


Attention in the Education Sector:


Quality Education:

There is a need to improve the quality of education at all levels, including primary, secondary, and higher education. Enhancing the education infrastructure, updating curricula, and ensuring qualified and well-trained teachers are needed. 


Inclusive Education:

There is a need to address the education disparities based on gender, socioeconomic status, and rural-urban divide. There is a need for inclusive education through encouraging E-learning platforms


Skill-Based Education:

There is a wide skill gap between education and employment. There is a need to introduce skill-based education programs to align with industry needs. 



Attention to the Healthcare Sector:


Accessible Healthcare:

There is a need to improve basic healthcare facilities in rural areas, including training healthcare professionals.

There is also a need to expand the reachability of the Ayushman Bharat Abhiyan scheme. 


Nutrition Programs:

There are many nutritional programs for children and pregnant women, and "POSHAN Abhiyan" is one of them. However, ensuring the implementation of these programs would help in proper physical and cognitive development.


Health Awareness:

There is a need for health education to common people about the importance of health and nutrition. Healthy individuals contribute more effectively to the workforce.


Attention in Skill Development Programs:

"Skill India program" aims to provide skills to millions of youth, however, the quality of skills in industrial sectors is still lacking. 

Foster collaboration between educational institutions and industries is much needed. Internship and apprenticeship programs can provide practical experience. 

Promote a culture of lifelong learning by encouraging individuals to acquire new skills and adapt to changing technological and economic needs.



In summary, Human Resource Development is a crucial aspect of the development. Prioritizing human resources development is essential for achieving sustainable and inclusive growth in India.
