 1. Use the terms ‘constituency’ and ‘represent’ to explain who an MLA is and how is the person elected?

Answer:

Each state is divided into many constituencies ( geographical area) when people choose one representative by direct vote. That representative called MLA(a member of legislative assembly) represents the people's voice of the elected constituency on the state assembly.

For Example, 

There are 403 constituencies for state assembly in Uttar Pradesh. Each constituency elects one MLA. In the Sonbhadra district of Uttar Pradesh, there are four constituencies ( Gorawal, Robertsganj, Obra, and Dudhi) for state assembly 


2. How did some MLAs become Ministers? Explain.

Answer:

MLAs can have a dual role:

1. Legislative role for making law for the state.

2. Executive role for executive the scheme in the state.

Party whoever comes in the majority forms the government and called the ruling party. The ruling party chooses the leader and he/she become the Chief Minister of the state. CM chooses some MLA as a minister and the governor appoints the CM and their ministers.


3. Why should decisions are taken by the Chief Minister and other ministers be debated in the Legislative Assembly?

Answer:

  • In a democracy, the Legislative assembly is the meeting point of all the MLAs whether they belong to ruling or opposition parties. 
  • Chief Minister and other ministers are accountable and responsible to the state assembly for every decision they take; that is why it is debatable in the Legislative Assembly.


4. What was the problem in Patalpuram? What discussion action was taken by the following? Fill in the table.

People in Patalpuram receive water once in three days, There are two major problems in Patalpuram:

  • Water shortage
  • Sanitation

Due to these problems, there are subsequent health problems such as diarrhoea in children which leads to many death.

The following action was taken at the following level:

  • Public meeting: People organized the voice against the problems and protested against the government and MLA.
  • Legislative Assembly: Discussed the situation and MLAs asked the question to the health minister.
  • Press conference: Health Minister has asked the collectors and chief medical officer to take necessary action such as the regular supply of drinking water, sanitation, funds, 
  • Chief Minister: Visited Patalpuram and met families who had lost their relative and also visited the hospital and made the compensation to these families.


5. What is the difference between the work that MLAs do in the Assembly and the work done by government departments?

Answer:

Some MLAs who appointed as minister takes charge of the various department such as health, finance, home, etc. 

The following are works of MLAs in Assembly:

  • Making law
  • To debate different Issue
  • Work and decision are demanded from Government
  • MLAs can ask questions and make them accountable to the government in the assembly.
  • The budget of the state is presented in the assembly.

The following are works of MLAs in government department:

  • Government department implements the laws.
  • MLAs workes as the executive to the government department.
